Chinese Embassy Boosts Sierra Leone’s Immigration Capacity Through Specialised Border Management Training
The Chinese Embassy in Sierra Leone has strengthened its partnership with the Ministry of Internal Affairs (MIA) by supporting specialised training for four Sierra Leonean officials in China, with the objective of enhancing professional capacity in immigration administration and border management.
The training was organised under a China-aid programme and hosted by the Ministry of Commerce of the People’s Republic of China (MOFCOM). It brought together officials from participating African countries to deepen professional knowledge, exchange experiences and promote stronger cooperation in immigration and border management.
Sierra Leone was represented by four officials from the Ministry of Internal Affairs and the Sierra Leone Immigration Department: Ms. Kumba Matilda Senessie, Senior Assistant Secretary at the Ministry of Internal Affairs; Mrs. Patricia Marie Kargobai, Senior Immigration Officer and Head of the Foreign National Unit; Mr. Ibraham Kofi Conteh, Senior Immigration Officer at Jendema Border Station; and Mr. Lansana Conteh, Border Officer at Freetown National Airport.
A major component of the programme focused on China’s development experience, including its Reform and Opening-up policy, economic and social transformation, governance systems and institutional development. Participants also shared experiences from their respective countries and explored lessons that could potentially be adapted to their national circumstances.
For Sierra Leone, the initiative comes at an important moment as the country continues efforts to improve immigration administration, strengthen border management and enhance the professional capabilities of personnel operating at border crossing points and immigration facilities.
Beyond the technical knowledge acquired, the programme also provided an important platform for strengthening people-to-people relations, mutual understanding and institutional cooperation between Sierra Leone and China. It created opportunities for further collaboration in human-resource development, capacity building and institutional strengthening.
The training therefore represents more than an overseas professional development opportunity for four officials. It is an investment in the wider capacity of government institutions responsible for immigration and border security. By exposing personnel to international experiences, practical knowledge and new approaches to border management, the programme can contribute to more efficient, professional and responsive public service delivery.
As Sierra Leone continues to modernise its immigration and border management systems, partnerships that prioritise human-resource development remain critical. The support from the Chinese Embassy demonstrates how international cooperation can translate into practical capacity building, empowering local professionals to bring new knowledge and experiences back into national service.
